This rebuild adopts ADR 0014 from the outset — transcripts live in S3 only, and the webapi never reads CouchDB transcript attachments — so the attachment-read workaround this record described does not apply to this codebase. Retained only as history so the ADR number resolves; see ADR 0014 for the operative decision.
